Commissioners To Follow Staff Recommendations
The Allegany County Commissioners, most likely, will follow staff recommendations, and not change the county’s paper gaming taxation structure. The commissioners may, however, ask the Western Maryland Delegation to the General Assembly to look for a change in the law, which would give the commissioners more flexibility in setting local tax rates on the games. For-profit businesses had asked for a reduction in the tax rate earlier in the year; presently, that rate is 40 per cent.
NewPage Bonusing Executives
Even though it has filed for bankruptcy, NewPage Corporation is asking to bonus about 15 executives $1.5 million this year and the same amount for 2012. NewPage is also asking that many of the documents filed in support of the request be sealed, because it contains personal information about the executives and the company. A hearing on the request for the incentives is set for December 13th.
Maryland DNR Closes Deer Monitoring Station
The Maryland Department of Natural Resources has closed a surveillance station at Green Ridge State Forest, as they are changing its tactics in monitoring deer for chronic wasting disease. The DNR will be sampling deer carcasses at butcher shops instead. The Green Ridge station has been staffed during the October muzzle-loading season. The agency says too few hunters voluntarily brought their deer to the surveillance station to justify staffing during this two-week firearm season. A deer, killed last year in the Green Ridge State Forest, was the first in Maryland to test positively for the disease.
Fire Determined To Be Accidental
Sunday morning’s fire on Darrows Avenue in Cresaptown was accidental in nature, with a space heater igniting combustibles in the basement of the home. Damage to the structure and contents was placed at $90,000. The home was owned by Richard Long; the family was displaced by the fire and is staying with relatives. Smoke detectors at the home were present and activated, and the one-alarm fire took about five minutes to control.
Stabbing Victim Released from Hospital
The victim of the early Monday morning stabbing in Oldtown was released from the hospital, and the Allegany County Sheriff’s Office says there could be more arrests in connection with the incident. Cumberland resident Jacob Lewis has been charged with assault, reckless endangerment and possession of marijuana and drug paraphernalia, and was jailed on $7500 bond. The Bear Hill Road incident remains under investigation.
Man Arrested on Burglary, Destruction of Property Charges
Cumberland resident Derrick James Swick faces several burglary charges and one of destruction of property during a Monday evening disturbance on East Third Street. Swick is accused of breaking into a storage shed, and trying to steal an ATV there. The victim was able to watch him breaking into the shed. He was arrested, and held on $30,000 bond.
Barton Man Arrested on Possession of Untagged Deer
Fifty-two year old Barton resident Kenneth Howe was arrested by the Maryland Natural Resources Police on Sunday afternoon. Howe was charged with two counts of possession of untagged deer. He allegedly removed the head and hide of a deer, before checking it in with the department, as well. The charges resulted from an investigation into deer being illegally killed in the area of Old Miller Road. The two illegally possessed deer were seized and donated to needy families.
Washington County Man Pleads Guilty in Shooting Death
Randy McPeak has pleaded guilty to the shooting death of his ex-girlfriend, Heather Harris, last June in Washington County. The charges against him included first-degree murder, false imprisonment and stalking. Heather Harris died from the gunshot wounds several days later, following a stand-off with police on the Dual Highway. Mc Peak will be sentenced within the next 60 days.
Giordano Returning to the United States
Gary Giordano is being set free, after being detained in Aruba for several months in connection with the disappearance of his traveling companion, Robyn Gardner. The FBI raided his home more than two weeks ago; Giordano is the only suspect in the disappearance of Gardner. If there is any new information, Giordano may have to return to the island, since Aruba does have an extradition treaty with the United States.
Former Fireman’s Sentencing Continued
For the fourth time, sentencing for a former Somerset County firefighter has been continued, because there is a question as to how much he owes in restitution. Thirty-five year old Charles Whipkey is accused of burning down an uninsured house in Confluence on August 24th of last year. Whipkey’s sentencing was continued twice before to establish the extent of the loss, and one other time because he was injured in an altercation at the jail, the day he was to be sentenced.

Three Sought in Robbery
Three people are being sought in the armed robbery of the Brass Kactus bar on East Offutt Street yesterday morning. An employee, who also serves as the bookkeeper, arrived just after 5 a.m., only to be confronted by three suspects, including one who displayed a small handgun. The employee was struck in the head, and the suspects demanded money. The fled the bar on foot, and the direction of travel was unknown. Only limited information about the suspects was provided; the employee says the three were wearing black ski masks. Anyone with information is asked to contact the C3I Unit, Cumberland City Police or Allegany/Mineral County Crimesolvers.
Stabbing Incident Investigated
The Allegany County Sheriff’s Office is investigating a reported stabbing on Bear Hill Road early yesterday morning. The victim suffered non-life threatening injuries in the incident. Cumberland resident Jacob Lewis was arrested and charged with several counts, including first and second-degree assault. He was held on $25,000 bond. The investigation is continuing, with several additional arrests anticipated.
Grand Jury Indicts FSU Student
An Allegany County grand jury has indicted 23-year old Shanee Liggins of Waldorf on a charge of first-degree murder, in connection with the death of 19-year old Kortneigh McCoy earlier this month . Ms. Liggins has told police that someone else stabbed Ms. McCoy; she has retained the same private defense team who defended former FSU student Tyron Hall against murder charges. Hall is serving five years in prison for manslaughter.
Garrett Stabbing Suspect Held on Bond
Kendall Lowers, who is charged with attempted murder in the stabbing of Oakland resident William Sachs on Sunday, remains jailed on a quarter-million dollars bond. The stabbing occurred early Sunday morning in a wooded area off Hutton Road. Sachs was flown to Ruby Memorial Hospital in Morgantown, and is being listed in fair condition. A bail review set the amount at $250,000, during a hearing yesterday afternoon.
Cause of Fire Remains Undetermined
The cause of Sunday’s fire on St. Paul Drive remains undetermined, but it is known it originated in a bathroom sink. The property, owned by Karen Little, was occupied by Steve Jewell. One person suffered mild smoke inhalation, but refused to be taken to the hospital. The 1:09 p.m. fire was discovered by a neighbor.
Cat Poisonings Investigated
The latest poisoning of a pet cat in the Constitution Park area is being probed, and is related to the killing of at least 20 others over this past summer. C3I has entered the investigation. County Emergency Management Chief Dick Devore says he cannot disclose much information because of the ongoing investigation, and has declined to say whether any suspects have been identified.
Man Arrested in Disturbance
Cumberland City Police arrested a Cumberland man this past weekend, on charges of disturbing the peace and disorderly conduct. Thirty-two year old Paul Goetz is accused of kicking a door and causing a disturbance in the 500-block of Maryland Avenue. He was asked to leave, but refused to do so; he was placed under arrest and held without bond at the Allegany County Detention Center.
Keyser To Host Town Hall Meeting
The city of Keyser will host a town hall meeting on December 8th, addressing substance abuse in Mineral County. The meeting will be held from 6 to 8 p.m. in Davis Hall on the campus of Potomac State College. Those wishing to attend should RSVP to Jessica Blizzard at (304)-788-9099. Seating is limited. More Traveling Over Holiday Weekend
More Americans, and in particular, more Marylanders are traveling this holiday weekend. Triple “A” says 42.5 million Americans are on the road, a four per cent increase from last Thanksgiving. About 871,000 Marylanders will be traveling this weekend, about a 3.5 per cent increase over last year. As for gas to do that traveling, the average price for a gallon of regular, unleaded gasoline is $3.39, about 50-cents more than a year ago, but about 60-cents less than this year’s peak price of $3.98 on May 5th.
Maryland’s Jobless Rate Drops
The state of Maryland’s unemployment rate dropped to 7.2 per cent in October, from 7.4 per cent in September, according to U.S. Labor Department statistics. The estimates suggest that about 60 per cent of the net gains came from the private sector. The labor force-those looking for work-expanded by nearly 10,000 people in October, the second month of gains. The national rate was 9 per cent in October, significantly higher than Maryland’s rate.
Rock Slide Closes Portion of Interstate 68
A rock slide closed a portion of westbound Interstate 68 between Cumberland and LaVale. The left lane of the interstate was open, while Maryland State Highway Administration crews cleared the blockage. Brief traffic delays were reported Wednesday morning. Travelers can get updates on western Maryland traffic, and other delays, by calling “511.”
Man Arrested on Marijuana Charge
A routine traffic stop on Henderson Avenue resulted in the arrest of 22-year old Justin Michael Skiff of Cumberland. A K-9 scan of Skiff’s car yielded a positive alert for the presence or odor of drugs. A small baggie of suspected marijuana was located under the driver’s seat of the car. He was taken to District Court for an initial appearance, and was released on personal recognizance.
No Action Against Brunswick Player
No action will be taken against a Brunswick football player, who seemingly twisted a Fort Hill players’ leg during their playoff game recently. Ned Sparks, the executive director of the MPSSAA says all parties involved have reviewed the film, and have determined that no action should be taken. The Fort Hill player, Garreett Clay, was limping after the tackle, but was not badly injured.
Two Arrested by NRP for “Spotlighting”
A trial date for two people has been scheduled for January 18th of next year, for “spotlighting” deer on the Old Frostburg Road. Twenty-year old Tanner Hyson of Grantsville and 19-year old Katrina Yoder of Springs, Pennsylvania were charged with spotlighting with a weapon in their possession. The trial will be held at District Court in Garrett County.
Two Attain National Board Certification
Two Mountain Ridge High School teachers recently achieved National Board Certification. Tricia Emerick and Lee Ann Zlomek are among 23 teachers in the Allegany County Public School System, who have earned the certification. National Board Certification is achieved upon successful completion of a voluntary assessment program, designed to recognize effective and accomplished teachers.
Bartlett Named Honorary Chair of Antietam Illumination
Sixth District Congressman Roscoe Bartlett has been named the Honorary Chairperson of the Antietam Naitonal Battlefield Memorial Illumination, beginning with the 23rd annual event on December 3rd. A ceremony was held at the Congressman’s Hagerstown office on November 22nd.
Cardin Encourages Shoppers to Shop on “Small Business Saturday”
Maryland United States Senator Ben Cardin is urging consumers to shop at local, independently owned businesses on the nation’s second annual “Small Business Saturday. Cardin, who is a member of the Senate Small Business and Entrepreneurship Committee, recently co-sponsored the resolution that designated November 26th as Small Business Saturday.
Maryland Endorses Cutting Athletic Teams
University of Maryland President Wallace Loh is supporting a committee’s recommendation to cut funding for eight sports teams, including men’s cross country, swimming and diving, tennis, and women’s acrobatics and tumbling, swimming and diving and water polo. Savings realized by cutting the programs would be moved to other athletic programs at Maryland. However, he also announced a fundraising program, called “Save The Programs Campaign,’ which would give the teams affected, until June of next year to raise nearly $30 million. The school’s athletic program faces a $4.7 billion budget shortfall.
Mikulski to Co-Chair Abuse and Neglect Hearing
Maryland U.S. Senator Barbara Mikulski is one of three Senators, co-chairing a congressional hearing on abuse and neglect, in the wake of the Penn State child abuse scandal. A December 13th hearing will examine how well the nation is protecting its children from abuse and neglect.
Mother and Son To Face Trial
Somerset County residents, Laura Lynn Hetz and her son, Duane, will go to trial on charges of concealing a firearm used in a double-shooting last April. The Hetzes were tenants of an apartment where the shooting took place. One of the men died in a hospital, and the second is facing homicide charges in Somerset County court. Police said the Hetzes allowed one of the victims to use their residence to sell drugs.

Most Favor Land Swap for Allegany
Most of those in attendance at last night’s Cumberland Mayor and City Council public meeting on a proposal for a new Allegany High School were in favor of the “land swap” between the City and the Western Maryland Health System. However, the majority spoke on the disposition of the current Allegany High on Sedgewick Street, and what would happen to the facility. Cumberland City Council member Harold “Butch” Hendershot proposed the land swap and disposition of the old high school be tied together with a single memorandum of understanding, while other council members and residents believe the issues should be separate.
Bedford County Man Suspected of Arson
Police have interviewed a Bedford County man, who started fires in a small barn and two sheds he owns in Bedford, then kept firefighters at bay, possibly at gunpoint, on Monday. Forty-six year old James David E. Ling underwent a psychiatric evaluation. Police say they don’t know why he may have started the fires, but had to negotiate with him after the fires were knocked down. He surrendered around 2:30 Monday afternoon. Investigators are trying to determine how the fires started, and whether charges will be filed.
Garrett County Wind Project Fined by MDE
The Garrett County wind project was among 51 major enforcement actions, taken by the Maryland Department of the Environment. Specifically, White Construction, Synergics Roth Rock Energy, LLC is being fined $35,000 to resolve alleged sediment control violations that happened during the construction of the facility, near Red House.
Man Issued Citation for Possession
Eighteen-year old Cumberland resident Andrew Blake McDonald was issued a criminal citation for possession of drug paraphernalia, following a traffic stop Monday evening. The driver of a car in which McDonald was a passenger, allegedly failed to stop for a red traffic signal, and while talking with him, an officer noticed a glass smoking device, containing residue, suspected to be marijuana. He was released after the citation was issued.
Cumberland YMCA Pool Closed
The main pool at the Cumberland YMCA Riverside facility is currently closed, due to an emergency pump repair. The pool is tentatively scheduled to re-open on Monday, December 5th at 5 a.m. The Warm Water Pool, Sauna, and Steam Room will remain open during regular facility hours. Teenager Arrested for Robbing Grocery Store
A 17-year old from Manns Choice, Pennsylvania was arrested for robbing the grocery store there last week. He allegedly entered the store, on Main Street, with a hooded jacket and bandana partially covering his face. He threatened the cashier with two handgun and demanded money. He obtained an undisclosed amount of money and fled the scene. He was apprehended late last week, with the handguns and currency also recovered. Despite the fact he is a juvenile, he is incarcerated at the Bedford County Jail on charges of robbery, aggravated assault, theft and other charges.
Former Hagerstown Man Pleads Guilty to Sexual Assault
Former Hagerstown resident Thomas Leroy Griffin has pleaded guilty to sexually abusing a child to produce child pornography. Griffin engaged in sexually explicit conduct with the child, in order to produce a visual depiction of that conduct. The incidents occurred at least five times, beginning when the victim was 5 or 6 years old, and lasted until August of last year. A 30-year sentence is being recommended, and Griffin will be sentenced on January 20th of next year.
Mikulski, Cardin Applauds ARC Grant to Washington County
Maryland United States Senators Barbara Mikulski and Ben Cardin are applauding an additional $800,000 grant from the Appalachian Regional Commission to Washington County, fopr the construction of an access road to the Mt. Aetna Farm Technology Park. In June, the county received $600,000 in ARC funding to help fund construction of the access road. Construction of the road will open approximately 173 acres of the Technology Park for development and attract emerging technology business to Washington County.
Man Claims Woman Shot Herself
A man who is charged with fatally shooting his ex-girlfriend initially told police she had shot herself twice in the head. Former Berkeley Springs resident Randy McPeak will be going on trial for the June 10th fatal shooting of Heather Harris. The Washington County Special Response Team was able to get Harris out of the house at 7:30 p.m., but she died five days later. McPeak’s trial is scheduled to begin on December 6th.
Festival Moving From West Virginia
The “All Good Music Festival” will be moving from West Virginia to Ohio, due to several issues. Promoters say officials never “warmed up” to the festival, and a mass gathering ordinance passed this year was “crippling” and levied “an outrageous tax.” Several lawsuits have also been filed in connection with a fatal accident this past July, which killed a South Carolina woman and injured two others. The festival will now be held at a location, about 30 miles east of Columbus, Ohio. There had also been discussions on relocating the festival to Virginia.

Body Found in Green Ridge State Forest
Searchers found a body yesterday morning, in the area where a search began Sunday for a missing Wisconsin man, whose vehicle was found near there. The body of 75-year old James Wilson was recovered from a wooded area of Kasekamp Road, off Carroll Road in the Orleans area of Green Ridge State Forest. The Maryland Natural Resources Police had been searching for Wilson of Lake Geneva, Wisconsin. He reportedly left his residence on November 11th, and failed to arrive at his destination in Delaware on November 12th. Through a press release, the NRP confirmed that the body recovered, was that of Wilson.
Meeting on Proposed Allegany Site Set
The Cumberland City Council will hear public input on a proposal to locate a new Allegany High School at the site of the former Braddock Campus of the Western Maryland Health System at its 6:15 p.m. meeting tonight. The Mayor and Council have been asked to vote on the matter before the end of the year, but they first want public comment on the issue, before they make up their minds. A vote on whether or not to support the project should take place next month.
Economic Development Funding Announced
The Tri-County Council for Western Maryland has received a $70,000 grant from the U.S. Department of Commerce’s Economic Development Administration to establish an economic strategy to support investment and job creation in the region. The award was jointly announced by United States Senators Ben Cardin and Barbara Mikulski. This EDA planning investment supports the development and implementation of a comprehensive economic development strategy in the region serviced by the Tri-County Council, which is comprised of Allegany, Garrett, and Washington counties.
Court Records To Be Sealed
The jury trial for Keyser resident Brian Smith is scheduled for December 14th at 9 a.m., and any records of evidentiary issues will remain sealed until then. Smith is charged with first degree sexual abuse and sexual abuse by a guardian, custodian or person in a position of trust, in connection with an incident that allegedly happened in June of 2009. Approximately 75 potential jurors have been summoned for duty, about twice the number normally called.
Two Arrested in Fight
Two people were arrested, following a fight early Sunday morning in the 300-block of Frederick Street. About 20 to 30 people were standing around two people engaged in a fight. Once they saw the police, the fight stopped. Taken into custody were 20-year old Detonia Degross of East Elder Street and 21-year old Marcellius Hamilton of Columbia Street. Both were charged with second degree assault and disorderly conduct.
Cumberland Man Held in Assault Incident
Forty-four year old Jeffrey Youngblood is being held on $30,000 bond, following a weekend assault in the 200-block of Baltimore Street. Youngblood is accused of arguing with a woman, and holding a knife to her throat. He also allegedly pointed the knife towards another man. He was charged with two counts of second-degree assault, first degree assault, and reckless endangerment. Neither victim was injured during the incident.
Remains Foundin Tucker County
Two Pennsylvania hunters have discovered skeletal remains in Tucker County, West Virginia. Investigators say the body had been there for at least six months, and are not sure if foul play was involved. The remains have been taken to the State Medical Examiner’s Office for further testing, in the hopes of identifying the body.
Gunfire Exchanged in Theft From Bank
Law enforcement authorities believe a recent robbery in Somerset may be related to others in Pennsylvania. Two men originally stole a U-Save van in Somerset, then used high powered tools to break into an ATM. When neighbors came outside to see what was going on, one of the two began shooting. A witness to the theft fired back, puncturing a tire in the van. A significant amount of money they tried to steal was recovered, but they used another vehicle, and were last seen heading west on the Pennsylvania Turnpike. There were two other, similar incidents in the Chambersburg area earlier in the month.

Suspect Arrested in Tri-Towns Burglary
A twenty-eight year old Piedmont man has been arrested in the weekend burglary and theft from the Tri-Towns Pharmacy in Westernport. Richard Taylor Saville is accused of breaking into the pharmacy and taking a number of narcotics, with a street value of approximately $25,000. Saville faces numerous charges of drug possession with intent to distribute, destruction of property and burglary. He is being held without bond, and more arrests are expected in connection with the case.
DNR Searching for Missing Wisconsin Man
The Maryland Natural Resources Police are searching the Green Ridge State Forest for a missing Wisconsin man, whose car was found on Carroll Road, near Flintstone. Seventy-five year old James Wilson left his home on November 11th, and did not arrive at his destination in Delaware on November 12th. Officers are searching the area by foot, vehicle and air; the NRP Special Operations Division is conducting the investigation. Bedford Couple Sentenced in Child Endangerment Case
Jeffrey Loshaw of Bedford had been sentenced to 56 to 112 months in prison in a child endangerment case there, and now the victim’s mother has been sentenced. Following a guilty plea to one count of child endangerment, Kimberly Jean Dickmann was sentenced to 8 to 23 months in jail. She was given credit for time spent in jail, and was immediately placed on probation. She was present during the abuse, and did not report the ongoing incidents, nor did she intervene. The 6-year old girl is now living out of the area with her father, while her 9-year old sister is living with her maternal grandparents in Michigan.
Fire Destroys Hampshire County Church
A fire has destroyed the Poland Hollow Assembly of God Church, between Romney and Springfield. The fire was reported early Thursday morning, bringing out volunteers from both West Virginia and Maryland. Arson is not suspected in the fire, but the West Virginia State Fire Marshal’s Office brought in an arson detection dog. Pastor Dan Dennison says he intends to rebuild; most services at the church average between 60 and 80 worshipers. For special services, that number rises to between 120 and 150 parishoners.
Warden Dismisses Chaplain
Warden Donald Orr has dismissed the chaplain at the Bedford County Jail. Myrl Musselman has been a volunteer chaplain at the facility for the past 11 years, but was recently dismissed. Musselman says he has not yet learned why he was let go; he oversaw several services conducted throughout the week for both men and women who were incarcerated at the jail. Musselman and Orr had disagreed on the use and security at the jail chapel, but Musselman said they had worked out those differences.
Woman Sentenced in Theft Case
Thirty-eight year old Somerset resident Diane Lynn Unferdorfer has been sentenced to six months to a year in jail for a theft from the Allegheny Shovel and Drag Company in July of 2008. She and at least two other people were seen stealing large, heavy pieces of metal that work as platforms with tracks; the tracks are used to move cranes and equipment. Along with the jail sentence, Ms. Unferdorfer will be placed on one year’s supervised probation, which will begin after she is released from jail. She must also pay a number of fees and restitution in the case.
Inmates Donate to Food Bank
Inmates at the Western Correctional Institution have donated $1200 to the Western Maryland Food Bank. The money came from selling hoagies. The food bank distributes food to about 105 agencies, serving more than 10,000 people. Executive Director Diana Loar says there has been a 10 to 12 per cent increase in requests for assistance from the community. The Food Bank serves low-income residents, including senior citizens and those who can’t leave their homes.
Bank Merger Will Affect Five Branches
A merger of Susquehanna Bancshares and Tower Bancorp will cause five regional branches to close, including one in Washington County, three in Franklin County, Pennsylvania and one in Fulton County. The merger, which still needs final regulatory approval, is expected to be completed on February 17th of next year. Once the merger is approved, Susquehanna will have about 260 branches in a four state area, including Pennsylvania, Maryland, West Virginia and New Jersey.

Man Pleads Guilty to Running Child Porn Site
Seventy-year old Cumberland resident George Sell has pleaded guilty in federal court to running a child pornography website. According to his plea agreement, he and others conspired to operate a website, dedicated to trading child pornography images, called the “Country Lounge.” Sell’s sentencing is set for January 25th; an agreement between Sell and the government states that 10 years in prison is an appropriate sentence. Silver Spring resident Terry Lee Nolley pleaded guilty in October to being involved with the same website.
Cause of Fire Determined
The cause of a double-fatal fire in Midland earlier this month has been determined. The fire, which took the lives of Joseph and Kathleen Wilson, was caused by an electrical failure near the area of a lamp, plugged into an extension cord in the living room. Mr. Wilson was pronounced dead at the scene, while Mrs. Wilson later succumbed to her injuries at the Western Maryland Regional Medical Center. Damages to the structure and its contents on Railroad Street in Midland, were placed at an estimated $75,000.
Pair Arrested in Assault
Two men were arrested in an alleged assault incident late Wednesday morning in the 200-block of Baltimore Avenue. Fifty-six year old Lionel Craig Younger and 63-year old Leroy Younger were taken into custody. A person was assaulted by three people, with a baseball bat and knife, being held on the ground at knife point, while being assaulted. Lionel Younger was held without bond, while Leroy Younger was released on personal recognizance. The victim was taken to the Western Maryland Regional Medical Center for treatment, and another arrest is pending.
Man Faces Marijuana Charges
A man who originally reported a break-in at his residence, was later arrested for marijuana possession. Twenty-four year old Davit Hicks reported that someone had tried to break into his “E” Street residence in Keyser, and provided the name of a possible suspect. When police returned to talk with Hicks, they detected an odor of marijuana, leading to the arrest. The original investigation into the break-in and theft remains ongoing.
Grant County Couple’s Name Revealed; Facing Sex Charges
The couple who were charged earlier this week with sexually abusing a child to make pornography have been identified as Army Private First Class Brian Alt and his wife, Alicia. Brian Alt is in jail at Fort Drum, New York, while his wife remains at the Potomac Highlands Regional Jail on $157,000 bond. The charges involve Alicia Alt’s nine-year old daughter, who is Brian Alt’s stepdaughter. The girl lives in Baltimore with her biological father, but had been visiting her mother when the alleged abuses occurred. The girl and her brother have been removed from the Alt home and are back with their father.
Finan Center Escapee Caught
A man who escaped from the Finan Center in Cumberland was apprehended Wednesday in Hagerstown. Thirty-three year old Muslim Ali Brunson, who had a history of arson, was committed to the state Department of Health and Mental Hygiene in 2002, after having been found guilty but not criminally responsible for the arson of a home in Baltimore County. Prosecutors have been fighting an order for his conditional release.
Two Injured in Garrett County Crash
Two people were taken to Ruby Memorial Hospital in Morgantown, following a single-vehicle crash on Sang Run Road in Oakland yesterday afternoon. A 17-year old McHenry youth and 24-year old Jeffrey Neil Paugh were taken by helicopter following the accident, occurring just after noon. The crash occurred while the driver, the 17-year old failed to negotiate a curve, striking a tree. Paugh was ejected from the vehicle, while the driver was partially ejected. The 2002 Dodge Intrepid was apparently traveling at a high rate of speed, when the accident occurred.
HRDC Hosting Adopt-A-Thon
HRDC is hosting an Adopt-A-Thon for the Allegany County Animal Shelter on tomorrow from 10 a.m. to 2 p.m. The “Home for the Holidays” event is part of the continuing teamwork between HRDC, located on Virginia Avenue, and the shelter. All the adoptable animals will be up-to-date with their rabies shots. While there will be several cats and dogs at the adopt-a-thon, interested parties may also go to the shelter from 9 a.m. to 12 noon, and visit more adoptable animals. No Trash Collection on Thanksgiving
There will be no trash collection in the City of Cumberland on Thanksgiving Day. Residents of affected areas should put their trash out on the next regularly scheduled collection day. Any questions should be directed to the Public Works Department at (301)-759-6620.
Peanut Butter Recalled in Maryland
J.M. Smucker Company is recalling some of its Natural Chunky Peanut Butter, in 16-ounce containers, for possible salmonella contamination. Some of those jars were distributed in Maryland, Pennsylvania, Virginia and the District of Columbia. The jars covered in the recall were purchased in the last week or so, and have a “best if used by” dates of August 3, 2012 and August 4, 2012, along with the production codes of 1307004 and 138004. So far, no illnesses have been reported.

A chlorine dioxide leak at the NewPage Luke mill late yesterday morning sent four people to the hospital with respiratory problems. The call came into the Allegany County Emergency Operations Center at 11:32 a.m. yesterday The incident prompted the sheltering of Luke Mill employees, the town of Luke and the closure of Route 135. The mill was in “clean up” mode about an hour later. The incident involved a small amount of chlorine dioxide that leaked from a storage tank. A full investigation into the incident is underway.
Cab Driver Stabbed, Robbed
The Allegany County C3I unit has entered the investigation of a cab driver who was stabbed and robbed early yesterday morning in the 400-block of North Mechanic Street. The 52-year old victim says he picked up a fare from in front of Rose’s Department Store aroud 4 a.m. While transporting him, the suspect stabbed the driver in the chest, neck and head area; an undisclosed amount of cash was taken and he fled on foot. The suspect is described as a black male, but the victim couldn’t provide any more information other than that. Ten Arrested in Warrant Sweep
A warrant sweep was conducted yesterday by the Allegany County Sheriff’s Office, Maryland State Police and the C3I unit. Each was given a packet of outstanding warrants to attempt to serve for various offenses including theft, violation of probation and failure to appear. Additional sweeps are planned for the near future. A van from the Allegany County Detention Center was used to transporting those who were arrested, taking them to Allegany County District court commissioners’ office for processing and bond hearings.
DNR Looks to Eliminate Plant
During Tuesday’s meeting in Garrett County, officials discussed eliminating an invasive aquatic plant at Deep Creek Lake. Officials will assess the distribution of what is known as Eurasian water milfoil over the next year. The green, leafy plant grows in water up to 20 feet deep and forms dense mats that can entangle swimmers and hinder boats. It can overrun other types of aquatic vegetation. Some states use herbicides and another state has experimented with a bug that eats the vegetation.
Humbertston Named ACPS Supervisor of Transportation
Larry Humbertson, the assistant supervisor of transportation for the Allegany County Public Schools, has been named supervisor of transportation and will replace Jay Walbert upon his retirement next month. Humbertson has been employed by the school system since 1992, when he began his career as a mechanic/transportation specialist. He was later promoted to his current position of assistant supervisor of transportation. In addition, he is also certified as a classroom instructor and Maryland state school bus driver trainer, through the Maryland State Department of Education’s Office of Pupil Transportation.
Man Arrested After Assault
Fifty-one year old Paul Hood was arrested, following an assault incident in the first block of Weber Street on Tuesday. Hood is accused of grabbing a victim by the arm and twisting it; city police officers noted injuries, consistent with the events described by the victim. Hood was taken into custody and held on $3500 bond at the Allegany County Detention Center.
Money Stolen From Keyser Business
An unknown amount of money was taken from Fox’s Pizza on South Mineral Street early yesterday morning. The burglary was discovered early yesterday morning. A door to the business was forced open to steal the money. The incident remains under investigation by the Keyser City Police. Meyersdale Discusses Allegations Against Teachers
The Meyersdale Area School District held a closed door, executive session Tuesday, to discuss inappropriate sexual conduct involving two former teachers. Also discussed was a female middle school teacher, who has been suspended. Superintendent Tracey Karlie would not give a reason for the investigation. The board may be considering a firmer fraternization policy in the future; two forums have been scheduled to address parents’ concerns. They will be held today at 4 p.m. and 7 p.m.

Smithsburg Man Dies in Crash
Seventy-seven year old George Masser died in a car accident late Tuesday afternoon in a two-car crash on Route 66 in Washington County. Masser was a passenger in a car driven by Monte Masser. Also in the car was 48-year old Martha Masser. Their car was hit, head on, by another vehicle, driven by Gabrielle Weaver of Falling Waters, West Virginia. The others involved in the crash sustained non-life threatening injuries. There is no indication of alcohol being a factor. Charges, however, are pending against Weaver. The road was closed for about an hour.

Allegany County Board of Education member Ed Root says taxpayers will save millions of dollars by using the former Sacred Heart Hospital to house a new Allegany High School. He cited the cost of buying land outside the city and constructing an entirely new school would cost significantly more. Additionally, the Western Maryland Health System and the city are set to sign a memo of understanding regarding the former Memorial Hospital, where the health system would have first right of refusal on the land near Constitution Park.

Eighty-two year old Marvin Brigman was found dead near his wrecked vehicle after failing return home Monday night. Brigman had been out, cutting wood, but was apparently thrown from his vehicle, after traveling up a small embankment off Critton Owl Hollow Road near Pin Oak. A sear was undertaken, after he didn’t return home. The missing person complaint was filed around 7:20 p.m. Monday, and Brigman was found around 11:45 p.m.
Murder-For-Hire Suspect Released on Bond
An Augusta woman, who is accused of hiring a hit man to kill the wife of her former boyfriend, has been freed on personal recognizance bond. Brenda Lee Swisher is charged with one count of solicitation to commit a crime of violence and one count of causing interstate travel in the commission of a murder for hire. An undercover West Virginia State Trooper was to have been paid a total of $3500 in the plot. The intended target is a resident of Strasburg, Virginia. She is a probation officer and was not harmed.
Third Teacher in Meyersdale Under Investigation
A female teacher in the Meyersdale School District is under investigation, although no charges have been filed. This comes on the heels on two other teachers being charged with various sexual offenses against students. The school district had no comment, but is aware of the allegations, and will hold an executive session to discuss further action against the teacher.
Toys For Happiness Kicking Off
The annual Toys for Happiness campaign will officially kick off with next Wednesday’s Harvest Skate at the Star-Lite Roller Rink and on “Black Friday” at the Country Club Mall. During a press conference yesterday, Chuck Koelker-president of Toys For Happiness-says an average of 2100 to 2200 children in the area are served annually by the campaign. Over the years, 70,000 children have benefitted from Toys for Happiness. Gift wrapping and toy collection will take place outside of J.C. Penney at the mall, beginning on Black Friday; on or about December 1st, part of the operation will move to the former location of Chessie Federal Credit Union.

The city of Cumberland says milling and paving operations will continue today and tomorrow, weather permitting, in the Park Street and Williams Street areas. The work is scheduled to take place from 6 p.m. to 6 a.m. today and tomorrow. Drivers should expect delays, and if possible, are urged to take alternate routes to avoid the construction work.

Three Pennsylvania residents were arrested, following a traffic stop last Friday evening. The three-Sean Mackey and Tracey Clark of Everett, along with Ashley Ann Ramsey of Tyrone-were arrested, following an ongoing investigation, focusing on Mackey and his alleged involvement in drug activity, including heroin in the Bedford and Everett areas.

Twenty-eight year old Michael Hite of Cumberland is being held in the Allegany County Detention Center on $10,000 bond, following his arrest Monday morning. He is accused of assaulting another person in the 500-block of High Bedford Street. The argument initially began over money. The victim did not require medical attention. He was charged with one count of second-degree assault.
Three Arrested on Drug Charges
Three Pennsylvania residents were arrested, following a traffic stop last Friday evening. The three-Sean Mackey and Tracey Clark of Everett, along with Ashley Ann Ramsey of Tyrone-were arrested, following an ongoing investigation, focusing on Mackey and his alleged involvement in drug activity, including heroin in the Bedford and Everett areas.

Soldier, Wife Held on Child Sex Offense Charges
A soldier from Petersburg and his wife are being held on numerous child sex offense charges. The soldier is based at Fort Drum, New York. The couple’s identity is being withheld to protect the identity of the victims. They are each charged with 15 felony counts of first-degree sexual assault, incest, child pornography and other counts. The couple’s children were removed from their home. The woman is being held on $157,000 bond, while her husband was arrested by the Central Intelligence Division of the Army and jailed on $20,000 bond, pending extradition to West Virginia.
Councilman Wants Public Hearing on Proposed Allegany Site
Cumberland City Councilman David Kauffman wants a public hearing on the land swap, proposed last week, which would result in a new Allegany High School at the former site of the Braddock Campus of the Western Maryland Health System. School Superintendent David Cox says that a decision must be made quickly, so the Board of Education can comply with deadlines set by a state funding agency and the Board of Public Works. While Kauffman says the city can respond in a timely manner to the deadlines, he doesn’t want to bypass citizen input in the process.
Bedford County Man Dies in Fire
A Bedford County man was killed in a house fire early Sunday. The home of fifty-seven year old Kenneth Leonard of Alum Bank was fully engulfed as crews arrived on the scene, and the home along Leonard Road was declared a total loss. The fire has preliminarily been determined to be accidental. Reports say Leonard emptied ashes from the fireplace into a cardboard box on the porch of the house, but that has not been officially ruled as the cause.
Fire Determined to be Accidental
A fire, early Sunday morning at 213 North Lee Street, has been determined to be accidental, originating inside a ceiling space. There were no occupants in the two-story wood framed duplex, which was owned by Cliff McKnight. Losses were placed at $90,000. The fire was discovered by a neighbor, and brought out crews from Cumberland, Bedford Road, Bowling Green, Ridgeley, and the Clarysville Air Unit.
Two Bedford County Deputies Fired
Two veteran deputies of the Bedford County Sheriff’s Department were fired following last weekend’s election. Deputies Charles Stuby who ran against Sheriff Charwin Reichelderfer and a member of Stuby’s campaign committee, Lukas Berkey, were fired by the Sheriff. Reichelderfer defeated Stuby by nearly 3,000 votes. Stuby had been a deputy for the past 11 years.
DNR Secretary To Attend Deep Creek Meeting
DNR Secretary John Griffin is scheduled to attend a meeting on the water levels at Deep Creek Lake. The meeting, set for today, is being held by the Garrett County Commissioners who, according to the Cumberland Times-News, have been concerned about the effect of low water levels on the lake. The meeting is set for 4 p.m. at St. Peter’s Catholic Church Hall in Oakland.
Piedmont Council Member Resigns
Piedmont Council member Aaron Taylor has resigned his position, citing a “lack of time to devote to the town.” The motion to accept the resignation, which surprised council members, passed on a 2-0 vote, with two members abstaining. He had been serving as the town’s street commissioner, and was appointed in August of 2010, when the government was overhauled, following the sudden deaths of Mayor Ebbie Gilmore, and finance commissioner Mickey Racco, along with then-streets commissioner Jason Shears. Taylor was then elected in May of this year, and took the oath of office in June.
Destruction of Property at Railway Station
The Cumberland City Police Department is investigating a destruction of property incident at the Western Maryland Railway Station. Sometime on Sunday, a person or persons had broken eight small windows on the platform side of the railway station. The total damage amount was around $500. Reported Stabbing at Local Bar
The Mineral County Sheriff’s Office is investigating a possible stabbing at My Place over the weekend. The victim was transported to the Western Maryland Regional Medical Center, with non life-threatening injuries. The incident reportedly occurred just after 3 a.m. Saturday, after “last call.” As patrons were exiting, a fight allegedly broke out. The victim said as he was leaving he felt a “sharp pain” in his back. The incident remains under investigation.
Fire Injures Two Firefighters
A fire, early yesterday morning on North Lee Street, sent two firefighters to the hospital with minor injuries. Crews received the first call just before 4:30 a.m. yesterday for a working fire. It was unclear whether anyone lived in the building, but the fire made it uninhabitable. The scene was cleared around 10 a.m. It is under investigation by the Maryland State Fire Marshal’s Office.
Toll Credits in Transportation Bill
The use of toll credits as matches for highway construction projects is in both the House and Senate Transportation Bill, paving the way, so to speak, for the completion of Route 219 from Meyersdale to Somerset. Once that project is underway, the process for completion of the segment from Meyersdale to Interstate 68 will begin. Pennsylvania Representative Bill Shuster says he doesn’t expect action on the transportation bill until next year.
Sentencing for Convicted Sex Offender
Fifty-eight year old Ralph James Clark of Cumberland has been sentenced to a year in the Allegany County Detention Center and suspended six months for a fourth-degree sex offense. Following his release, Clark will be placed on five years supervised probation, register as a sex offender for fifteen years, and have no contact with the victim. The case stemmed from an incident in 1984, in which Clark engaged in sexual contact with a six-year old female. A C3I investigation pointed to Clark as the suspect.
Utility Installation Planned
The northbound lane of Mechanic Street, from Harrison Street to Baltimore Street, will be closed for approximately two weeks for a utility installation. Pershing Street, from Liberty Street to Mechanic are closed to thru traffic. A detour route is in place, directing traffic around the construction area. Drivers are asked to use caution in the area of construction and follow the detour route in place.
Thefts, Vehicle Damage Reported
Cumberland City Police are investigating two separate incidents in which either vehicle damage or thefts, or both took place. In the first, police responded to Cumberland Street, several items inside a vehicle had been scattered onto the street. In the second, police responded to Gephart Drive, where a person told police the driver side window of his car was shattered. Police are reminding residents that they should take precautions against theft by making sure their vehicles are securely locked, with the windows up, when left unattended. They’re also urged to call police if they see anyone acting suspiciously, possibly tampering with vehicles in their neighborhood.
Turbines Being Individually “Commissioned”
The wind turbines on Green Mountain are spinning, but not yet in commercial operation yet. Plans call for the wind farm to become operational by the end of the year. The structures are being individually certified for full operation by Mitsubishi, the manufacturer. When operational, the Pinnacle Wind Farm project will generate approximately 55 megawatts of electricity, eough power for over 14,000 households.
Former Romney Mayor Passes Away
Former Romney Mayor William Hicks died Wednesday at the Heartland Nursing Home in Kingwood. He was 88 years of age. He had been living with his son, Ron, and his wife in Reedsville, Preston County. The viewing will be held Monday at the Shaffer Funeral home in Romney, from 2 to 4 p.m. and 7 to 9 p.m., with a funeral service set for Tuesday at 11 a.m. at the Romney Presbyterian Church.

Pair Arrested in Murder Plot
Cumberland resident Robert Tappia and Keyser resident Katrina Ellifritz are in jail, on charges that the two plotted to kill Ellifritz’ husband. An investigation revealed the two had been involved in a relationship and they allegedly conspired to kill her husband. Tappia had allegedly displayed a handgun in October, and had threatened to kill the victim. The investigation is continuing.
Man Found Guilty in Animal Cruelty Case
Cumberland resident Ricky Allen Adams was found guilty on charges of animal cruelty and conspiracy to commit animal cruelty, in the case involving “Ducky,” the dog whose muzzle was duct-taped shut earlier this year. A pre-sentence investigation was ordered for Adams, and he will be sentenced at a later date. The case was prosecuted by attorney Samuel Lane and Thomas Werthman of the Allegany County State’s Attorney’s Office.
Second Meyersdale Teacher Charged
Thursday’s news that a Meyersdale Area School District substitute teacher and assistant football coach had been arrested for allegedly having sex with a student, is not the first incident of its kind in that area. Steven Alan Schrader was charged this week; at the end of last month, Joshua Steven Covert was charged with three counts each of involuntary deviate sexual intercourse, aggravated indecent assault and corruption of minors. He was the former band director at Meyersdale. A relationship began at the end of last school year, and continued through the current one. He resigned in September. Covert will face charges in Somerset County court as well.
Temporary Street Closures Announced
Through Monday, weather permitting, milling and paving operations for Park Street and Williams Street will cause the temporary closure of streets and alleys that connect with them during the hours of 7 p.m. to 5 a.m. Residents are asked to use the alleys that parallel Park Street and Maryland Avenue. The city of Cumberland’s Engineering Department is advising motorists to take alternate routes to avoid the construction work, if possible.
School Board Approves Purchase, Contract Extension
The Allegany County Board of Education has voted to approve the purchase of property on Humbird Street, as well as extend the contract with Grimm and Parker Architects for the feasibility study of Allegany High School. School system staff members negotiated for the purchase of property on Humbird Street located directly behind John Humbird, which includes a duplex house on a double lot. Plans are to demolish the house and convert the area into a parking lot for school staff, and thus help remedy the school’s off-street parking issue.
Demolition on House Destroyed by Fire in Keyser
Demolition work has begun on a Willow Avenue property that was destroyed by fire in August. The cost of the demolition will be covered by a lien against the property. Keyser Police Officers Donald Saville and Scott Brantner were also commended for alerting residents to the August 2nd fire, and helping them escape the burning building. The cause of that fire was determined to be accidental in nature, caused by a faulty electrical line under the porch of the building.
Disaster Assistance Announced
Enrollment for the Supplemental Revenue Assistance program or “SURE,” will begin on Monday, November 14th in Hampshire County. Along with Hampshire, other counties receiving a disaster designation for 2010 include Berkeley, Grant, Hardy, Jefferson, Mineral, Morgan and Pendleton. The agricultural assistance program stipulates that a producer’s operation must be located in a county that was declared a disaster for 2010 and have at least a 10-per cent production loss that affects one crop of economic significance. National Emergency Alert Test Called a Failure
Wednesday’s test of the national Emergency Alert System did not go exactly as planned on Wednesday. Problems were reported across the country. In some instances, broadcasters failued to interrupt programming for the test; FEMA says the test was the beginning of a much larger effort to strengthen and upgrade the nation’s public alert and warning system. FEMA and the Federal Communications Commission says, for now, it’s back to the drawing board, and that ongoing testing is the only way to work out the bugs in the Emergency Alert System technology.

Bedford County Man Killed in Crash
Hopewell Township resident John Sleasman was killed in a crash this week in Somerset County. The wreck occurred as Sleasman veered into an oncoming lane on Route 31 near the village of Roxbury, striking a tractor-trailer head-on, driven by Richard Craig of Beaver Falls, Pennsylvania. He was not injured.
Police Arrest Man on Meth Charges
Cumberland City Police arrested 29-year old Frostburg resident James Kelly, following a routine traffic stop on Centre Street. Kelly fled the scene, but was apprehended a short distance away. Kelly was found to be wanted on two outstanding warrants, charging him with failure to appear in court. A canine unit also detected the presence of drugs; a search revealed a quantity of methamphetamine was seized. He was held on $30,000 bond. This arrest marks the seventh time this month that a canine unit was used. There were 43 drug arrests in October, marking a 40 per cent increase over September.
Workers May Lose Jobs
About 53 workers at the downtown Cumberland Holiday Inn may lose their jobs by the end of the year, after the company that manages it, terminates its contract. Pillar Hotels and Resorts of Irving, Texas has given notice to the Maryland Department of Labor, Licensing and Regulation that it is ending its management contracts with Holiday Inn locations in Cumberland, Frederick and the Holiday Inn Express in Frederick. The new management of the hotels will take applications from those employees who wish to continue working at those locations.
Memorial Service Set for FSU Student
A memorial service will be held Saturday for Kortneigh McCoy, who died at an off-campus party in Frostburg early Sunday morning. The service will be held at 1 p.m. at the Empowerment Temple on Primrose Avenue in Baltimore. The investigation into the incident is continuing, while the suspect-23 year old Shanee Liggins remains jailed without bond on first and second-degree murder charges.
Coach and Teacher Fired in Sex Offense Case
A substitute teacher, who was also the football coach in the Meyersdale Area School District has been fired, amid accusations of having a sexual relationship with a student there. Twenty-seven year old Stephen Alan Schrader was fire yesterday. Schrader is charged with involuntary deviate sexual intercourse, aggravated indecent assault and other counts. The incidents allegedly occurred in August and October of this year. He was arraigned earlier this week, and released on a $10,000 unsecured bond.
Man Arrested on Burglary Charge
Thirty-three year old Cumberland resident Sean McElwee was arrested on charges of fourth-degree burglary, destruction or property and disorderly conduct, following an incident Tuesday evening in the 100-block of Columbia Street. A resident there said a man came to his door, forced it open and sat on the floor. He was held on $7500 bail.
Veteran’s Day Ceremony Set
The Rocky Gap Veteran’s Cemetery will hold its 31st Annual Veteran’s Day Program on Friday at 2 p.m. This year’s Guest Speaker will be Paul Johnson, Maryland State District 3 Commander for the Veterans of Foreign Wars. The public is invited to attend.
Results of Bedford County Elections
Voter turnout was less than 30 percent in Bedford County on Tuesday. In a hotly contested race, incumbent District Attorney William Higgins beat his Democratic opponent, Kristin Banasick by a narrow margin-unofficially 40 votes. Re-elected were Sheriff Charwin Reichelderfer, Cornoer Sam Gordon, prothonotary Cathy Fetter and treasurer Paula Sheirer, all Republicans.
Welcome Home Event for Serge Babo Set Saturday
A welcome home celebration will be held for Ridgeley resident Serge Babo on Saturday. The event will be held from 2 to 5 p.m. at Brookedale Farms, near Fort Ashby. He recently returned to the area, after being deported to his homeland of Cameroon, according to the Mineral News-Tribune. Everyone is welcome to attend the celebration.
Washington County Discusses State’s Regulatory Climate
Local business leaders gathered in Washington County this week, to discuss what they feel is the detrimental regulatory climate in Maryland. Chamber of Commerce members there shared stories about high corporate income taxes, the cumbersome review processes and costly regulations they believe makes Maryland an undesirable place to do business. The consensus is to try to convince the sate to let the western portion serve as a testing ground for a more business-friendly approach to regulatory enforcement.
Currie Acquitted of Charges
Maryland State Senator Ulysses Currie has been acquitted of conspiracy, bribery, extortion and making false statements in a public corruption case. Currie had chaired the powerful budget committee in Annapolis. Prosecutors said Currie formed a sham consulting agreement with the Shoppers Food Warehouse store chain. Shoppers, they say, paid him more than $245,000 to work behind the scenes, with the end result being beneficial legislation to the chain. Defense attorneys say there was nothing illegal about the consulting work, because others knew about it.

Emergency Test Today
Radio and television stations across the country will be participating in a nationwide test on today at 2 p.m. The test is scheduled to last approximately 30 seconds. This will be the first test of its kind, and could be used for any reason, including an address by the president of the United States. The emergency alert system will be activated under the EAN or Emergency Action Notification code, which the President could use in a national emergency to conduct the Emergency Alert System Test.
President Gibraltar Holds Press Conference on Stabbing
Frostburg State University President Jonathan Gibraltar held a press conference on Monday, regarding the fatal stabbing of a student this past weekend. The university says it keeps watch on houses that have had complaints in the past, but the Maple Street residence was not on a list of “watched” houses. According to Frostburg City Police, a review and evaluation of policies and procedures is ongoing. Courtneigh McCoy is the second FSU student to be killed since April of last year. School officials have met with the victims’ mother and anticipate meeting with the family of Shanee Liggins, the suspect in the fatal stabbing.
School Board, City Council Discuss Possible Property Swap
The Allegany County Board of Education and members of the Mayor and City Council are talking about a concept that will allow the school system to own the property located at the Braddock Campus of the Western Maryland Health System, to be used as a potential site for the new Allegany High School. Through the development of a joint agreement between the city of Cumberland, the Western Maryland Health System and Allegany County Public Schools, the city could convey the property near the new hospital to WMHS, in exchange for WMHS deeding the property at the Braddock Campus to the public school system.
Companies Make Presentations on Slots
Two companies, vying for a slots license at Rocky Gap State Park, made presentations yesterday on who should win the rights for the facility. The two companies-Evitts Resort, LLC and Landow Partners-made presentations to the Maryland Video Lottery Facilities Commission. During a public hearing for the resort casino, strong support was offered, with only one strong dissension. Dave Williams of McClarran and Williams noted that the $62 million investment would be the largest private capital investment ever made in the county.
Suspects Returned to Allegany County
Two suspects, wanted in connection with the armed robbery of Steve’s Pharmacy on October 27th have been returned to Allegany County from Henrico County, Virginia. Brothers Dulin and Stephen Mayhew of Ashland, Virginia are being charged with armed robbery, conspiracy to commit armed robbery and possession of a handgun during the commission of a felony and theft. Each is being held on $300,000 bond at the Allegany County Detention Center.
Augusta Resident Charged in Plot
Forty-nine year old Brenda Lee Swisher has been charged by federal prosecutors in a murder-for-hire plot. She appeared before a federal magistrate in Martinsburg, and was remanded to the custody of U.S. Marshals, without bond. She is scheduled for a detention and preliminary hearing tomorrow. The details of the case were not immediately available, according to the Cumberland Times-News.
Man Arrested in Attempted Breaking and Entering
Twenty-eight year old Cumberland resident Marcus Conaway has been charged with destruction of property and fourth degree burglary, after city police responded to a commercial business on Maryland Avenue. Conaway was found near a broken window at the business. He was taken to a District Court Commissioner, where he was released on personal recognizance.
Keyser Changes Software Provider
The city of Keyser is contracting with NPO Resources to provide technical support for its accounting software. The Mineral News-Tribune reports that Keyser had utilized Mountaineer Comnputer Systems of Lewisburg, West Virginia. NPO is based in Silver Spring, Maryland. Mayor Randy Amtower says mastery of the “Accufund” software will allow the city to move forward on a variety of fronts, from securing grant funding for water and sewer projects.
Bedford County Man Accused of Attempted Robbery
A Bedford County man is being accused of attempted robbery in Huntingdon County. Nineteen year old Jonathan Hillegas of Saxton allegedly pulled a knife on a man in Coalmont Borough, demanding that he be given the man’s pain medication. The victim allegedly tried to wrestle the knife from Hillegas, while a third person pulled Hillegas off the victim. He is now jailed on $25,000 bail.
Mountaineer Gas Wants Rate Increase
Mountaineer Gas is asking the West Virginia Public Service Commission for a rate hike. Officials say a 4.9 per cent rate increase is needed to offset the impact of increased cost factors. Earlier this month, the Public Service Commission approved a 6 per cent reduction in the cost of natural gas it charges, reducing the average monthly residential gas bill by $3.78. The request for a base rate increase would not be effective until the fall of next year.

Suspect Held Without Bond
The suspect in Sunday morning’s fatal stabbing of Kourtneigh McCoy is being held without bail, and faces first and second-degree murder charges. Shanee Liggins is accused of the murder, following an altercation between the two at a Maple Street residence in Frostburg. Liggins claims someone else did the stabbing. Meanwhile, McCoy’s friends are planning a memorial in her honor at the school on November 26th. McCoy was a physics major, while Liggins was a Business Administration major, originally from Waldorf, Maryland.
Emergency Personnel Receive Death Threats
Frostburg Police Chief Royce Douty has issued a directive, following Sunday morning’s fatal stabbing of Frostburg State University student Kortneigh McCoy. Some members of the emergency response crew allegedly received death threats from some of the 100 to 150 people who were gathered on Maple Street early Sunday morning. They were upset because they believed the crews did not get the scene quickly enough. Chief Douty has now issued an order the Frostburg Police respond to calls within the off-campus college district.
Toys for Happiness Celebrates 30th Year
WTBO/GO-106 received a gubernatorial proclamation, as did other founding members of Toys for Happiness for its participation in the program over the last 30 years. Senator George Edwards and Delegate Kevin Kelly presented the proclamation during last night’s kickoff dinner at the Bedford Road Volunteer Fire Department. Other groups receiving recognition for initiating the program in 1981 were the Western Maryland Street Rod Association, the Country Club Mall, and the local chapter of the American Red Cross.
Woman Dies From Injuries Received in Car Accident
A Grantsville woman has died of injuries received last week, in a single vehicle crash on U.S. Route 40, near Green Lantern Road in the New Germany area. Twenty-seven year old Trisha Jo DeLorenzo died Saturday at the Western Maryland Regional Medical Center. Her vehicle was traveling westbound, when it crossed the center line, struck an embankment and overturned several times. She was partially ejected from the vehicle.
Two Face Drug Charges Following Traffic Stop
Cumberland resident Brian Keith Swope, Sr., and Steven Dorman Whealton of Keyser face drug possession charges, following a traffic stop on Interstate 68 westbound on Sunday. The two were initially stopped for a speeding violation. A consent search of the vehicle revealed about 148 capsules, containing suspected heroin. The estimated street value was $10,000. Both were taken to Allegany County District Court and held on $55,000 bond each.
Rocky Gap Hearing Set for Today
A hearing will be held by the Maryland Video Lottery Facility Location Commission at Rocky Gap State Park, to hear from bidders for the slots licenses there about their plans for the facility. The public is invited to attend the hearing. The two applicants for the slots licenses will begin their presentations at 3:30 p.m. The public hearing will take place at 5 p.m., in the Cumberland “A” room at the lodge. Earlier in the day, representatives of the companies bidding for the licenses will tour the proposed facility location.
Paving Operations Underway
The City of Cumberland Engineering Department is notifying the public that mill and paving operations are underway for Park Street, Williams Street, and their connections with intersecting streets. The work should take approximately three weeks to complete, weather permitting. Parking will be restricted as posted. If possible, motorists are advised to take alternate routes to avoid the construction work.
Washington County Deputy Arrested
A Washington County Sheriff’s Office Correctional deputy has been arrested on numerous drug charges in connection with the distribution of narcotics to an inmate at the county detention center. Deputy Leslie Allen Martin allegedly brought the drug Suboxone to inmate Ronnie Wilson. He was arrested last Friday as he was coming to work on the midnight shift, and two packets of the drug were found on him at the time. He has been suspended without pay, pending the outcome of the criminal charges.
Cardin Launches Re-Election Campaign
Maryland United States Senator Benjamin Cardin has kicked off his re-election campaign, with a speech, attended by some of Maryland’s top Democrats, including Governor Martin O’Malley, and fellow Senator Barbara Mikulski. According to the Federal Elections Commission, Cardin has a campaign “war chest” of more than $2.3 million in the bank.

FSU Student Stabbed to Death;Suspect Under Arrest
Frostburg State University student Kortneigh McCoy died in a weekend stabbing on Maple Street in Frostburg, and fellow student, 23-year old Shanee Liggins is under arrest. Ms. McCoy became involved in a verbal argument with Ms. Liggins early yesterday morning; Ms. Liggins is accused of first and second degree murder. She is from Waldorf, Maryland, while Ms. McCoy was from Baltimore. A motive for the murder has not been established and the investigation is continuing.
Romney Man Under Arrest for Wife’s Murder
Eighty-two year old William Shelley is under arrest for his wife’s murder, after an apparent murder-suicide went wrong late Friday morning. Barbara Shelley died from cuts to her wrist and chin area, and blunt force trauma to her head. The two were discovered just after 11 a.m. Friday underneath the Romney bridge, along the Potomac river. William Shelley was taken to the Potomac Highlands Regional jail in Augusta, after he was unable to carry through with a suicide attempt.
Two Robbery Suspects Apprehended in Virginia
Twenty-year old Dulin Mayhew and 25-year old Stephen Mayhew of Keyser have been apprehended in connection with the armed robbery of Steve’s Pharmacy on October 27th. The two were taken into custody in Henrico County, Virginia. Law enforcement authorities at the federal, state and county level participated in the search for the two. The Mayhew brothers will remain jailed in Henrico County, pending extradition back to the state of Maryland.

Cumberland resident Robert Lee Porter has been charged with trespassing, after he was asked to leave the Union Rescue on Friday, but refused to do so. He had been told three times to leave, but placed his belongings on the front door steps and went to sleep. He was charged with one count of trespassing on private property, and was issued a criminal citation.
Higher Gas Tax On The Way
Maryland Senate President Mike Miller acknowledges it is not a popular idea, but a gas tax is coming. Increasing the tax is likely to be a divisive issue in the upcoming legislative session. Miller and House Speaker Michael Busch spoke at the Maryland Chamber of Commerce business Policy Conference, and Busch previewed a tax increase by saying that lawmakers are looking at ways to fund a large-scale public works program, but gave no specifics. For their part, Maryland Republicans are opposed to raising taxes.
Nationwide Test To Be Held Wednesday
The first test of the Nationwide Emergency Alert System will be held this coming Wednesday at 2 p.m. The U.S. Department of Homeland Security, FEMA and the Federal Communications Commission are conducting this three-minute test concurrently across all time zones in the United States. The system is designed to broadcast a nationwide message to the general public. The Allegany County Department of Emergency Services is asking the general public to assist by sharing this important information with other.
Woman Faces Child Porn Charges
A Hagerstown woman faces over three years in prison for sexually exploiting a little girl she was hired to baby sit. Patricia Tasker will also be on ten years of supervised release, after being released from prison, and will also have to register as a sex offender. She has admitted she asked the eight-year old girl to perform sexually explicit acts while she recorded a video. The child’s mother found the images, then contacted deputies at the Washington County Sheriff’s Office.
Potomac Edison’s Energy Efficiency Incentive Workshop to be Held
Potomac Edison is planning an application assistance party on Wednesday at the downtown Cumberland Holiday Inn for Maryland business customers and contractors. Representatives of the company will be answering questions, one-on-one, and helping customers fill out applications so you can get your rebate check. The workshop will be held from 8:30 a.m. to 11 a.m. Potomac Edison is offering Maryland’s business customers valuable rebates for reducing their energy usage. Incentives for projects of up to $250,000 are available.
Flight 93 Families Travel to Washington
Families of those who died aboard United Flight 93 on September 11, 2001 are asking the Obama Administration to set aside federal money to complete the 9/11 Memorial. They contend taxpayers should not have to foot the bill for the memorial. An increase in donations has been seen since about 100,000 people came to Somerset County in September for the ten-year anniversary observance. About 1.4 million people have visited the memorial.

FSU Student Dies in Assault
Frostburg State University sophomore Kortneigh McCoy died early this morning, as the result of an off-campus stabbing. She was a sophomore and a resident advisor in Simpson Hall. The Allegany County Combined Criminal Investigations Unit is investigating the incident. In a message posted on the FSU website, President Jonathan Gibraltar noted there will be a memorial service later today, and that counselors will be available to speak to anyone who wishes to talk.
Two Robbery Suspects Apprehended in Virginia
Twenty-year old Dulin Mayhew and 25-year old Stephen Mayhew of Keyser have been apprehended in connection with the armed robbery of Steve’s Pharmacy on October 27th. The two were taken into custody in Henrico County, Virginia. Law enforcement authorities at the federal, state and county level participated in the search for the two. The Mayhew brothers will remain jailed in Henrico County, pending extradition back to the state of Maryland.
Identities of Fire Victims Released
The victims of Wednesday morning’s fire in Midland have been identified as 58-year old Kathleen Wilson and her husband, Joseph, who was 59 years old. While Joseph Wilson was pronounced dead at the scene, Mrs. Wilson was taken to the Western Maryland Regional Medical Center, but passed away about 8:30 p.m. Wednesday. They had been living on Railroad Street, since a fire occurred at their original residence on Elk Lick Road last November. Yesterday’s fire originated in the first floor living room. The cause remains under investigation, and damage to the Railroad Street property has been estimated at $75,000.
Residents Return to Homes in Artemas
About 100 people returned to their homes on Thursday, after an overnight explosion at a compression station in Southern Bedford County. The explosion, early Thursday morning, did not result in any injuries, but heavily damaged Columbia Gas pipelines and an office building at the site near Artemas. About 30 to 40 homes in the vicinity of the Road Kill Café were evacuated. Emergency crews from Pennsylvania, Maryland and West Virginia were on the scene most of the night.
Drives Leaves Scene of Crash
The Maryland State Police are looking for a man who fled the scene of an accident yesterday afternoon on Route 220 in the vicinity of Summerfield Lane. Fifty-three year old Leonard Lee Riley turned into oncoming traffic to avoid striking a pickup truck that was stopped on the road. His car swerved into the southbound lanes, where it struck another truck, driven by Keyser resident Kerman Shears. Riley left the scene, and was going toward the railroad tracks. Police were unable to locate him. The investigation is ongoing and charges are pending.
Body Found in Springfield, West Virginia
The body of a 22-year old Prince George’s County, Maryland woman was found this week in the parking lot of the Country Store Sunoco in Springfield, West Virginia. The cause of the death has not been determined, and the identity has not been released. The Hampshire Review says, according to the Hampshire County Sheriff’s Office Chief Deputy John Alkire, foul play is not suspected.
Juvenile Arrested in Destruction of Property
A 17-year old male juvenile is being accused of causing $50,000 in damage to a home on Utah Avenue last Saturday evening. The victim advised police that the damage occurred between 9:30 p.m. and midnight. The door was broken, and the inside of the house had been ransacked. Ketchup and other food items were strewn all through the house, causing damage to walls and carpeting. The juvenile was arrested on Wednesday. The Department of Juvenile Justice has reviewed the case and has determined the juvenile could be released back to a family member, pending trial in Juvenile Court.
Washington County Man Indicted for Murder of Toddler
Washington County resident Brian Miller has been indicted on charges of first-degree murder and child abuse in connection with the death of two-year old Logan Sellers. He was being held without bond. Logan Sellers died on October 10th, less than a week after he was brought to Meritus Medical Center with serious injuries. Miller was caring for the boy, while his mother was in school, and prosecutors say there were three other instances when Miller abused Logan.
Gang Members Facing Federal Charges
Twenty-two members of the Dead Man Incorporated prison gang are facing federal racketeering charges, in connection with drug trafficking, smuggling contraband into prison and four killings. The indictment was unsealed Wednesday after the arrests of seven defendants. Eleven were already in custody and another four remain at large. DMI was founded in 2000 and operated in Maryland, Pennsylvania, Louisiana and Texas prisons. They began expanding outside the prison system in 2006.

Greenway Avenue Stadium for this Saturday’s Homecoming Game. There will
be no vehicular traffic permitted in front of the stadium from 8 a.m.
until one hour after the game. Traffic on Greenway Avenue will be
detoured into the circle in front of Fort Hill High School. Traffic on
Brookfield Avenue will be detoured with a right turn only, allowing
motorists to continue onto Greenway Avenue, away from the stadium.

Explosion at Gas Transmission Plant
A major explosion occurred overnight at the Columbia Gas transmission plant in Artemas, Pennsylvania. Eyewitness accounts said the explosion could be seen from the freeway. No injuries have been reported as of yet, but numerous fire companies from Maryland, West Virginia and Pennsylvania responded. Units are staging at the Road Kill Café in Artemas, and some of the residents have been evacuated from the area. There will be more details as they become available.

Suspect Arrested in CVS Pharmacy Robbery
Progress has been made in one of four robberies which have taken place in the area over the last week. On Tuesday, Keyser resident Steven Mayhew was charged with robbery, conspiracy and accessory to a robbery, in connection with the theft of painkillers from the Keyser CVS Pharmacy Saturday night. He was jailed on $100,000 bond; two additional suspects have been identified, and warrants for their arrests are expected. The painkillers Oxycodone and Fentanyl were taken around 9 p.m. Saturday. Anonymous information pointed to Mayhew as a possible suspect. Credit was given to the Keyser City Police, the Allegany County C3I unit and the Mineral County Sheriff’s office.
Many Still Without Power
A spokesperson for Potomac Edison says it could be later today, before power is restored to all customers in Western Maryland who were affected by last weekend’s snow storm. Power was restored to more than 43,000 customers in Maryland; Washington County was hit the hardest, and where restoration is expected to take the longest. Most of the outages are being attributed to tree limbs, and in some cases, entire trees, falling on power lines, knocking out power.
Man Arrested in Assault Incident
Cumberland resident Carl Skidmore III is being held on $2500 bond at the Allegany County Detention Center, following an assault incident Halloween evening in South Cumberland. Cumberland Police responded to an assault in progress in the 400-block of Virginia Avenue. Those involved were told to leave the area; police returned about a half an hour later to a disturbance on West Second Street. Skidmore was then arrested and charged with 2nd degree assault, disorderly conduct, failure to obey a lawful order and disturbing the peace.
Representative May Lose District
Pennsylvania State Senator John Eichelberger may no longer be a Bedford County representative, following a legislative redistricting plan passed this week in Harrisburg. The plan was approved 3 to 2, by the Legislative Reapportionment Commission.That part of the 30th Senatorial District will now be included in the 35th Senatorial District, now represented by Democrat John Wozniak of Johnstown. The last time a Democrat represented Bedford County was in 1882.
AccuWeather Presents Winter Forecast
Some depend on the Old Farmer’s Almanac, and some the Hagerstown Almanac for their weather predictions. AccuWeather, based in State College, Pennsylvania, says that in the northeast, the long range forecast will not be as extreme as last winter. The Midwest and Great Lakes region will get the worst of the winter weather this year, with southern states getting more ice than snow. Chicago is being targeted for extremely cold temperatures and severe snowstorms.
Maryland To Receive DOJ Grants
The state will be receiving $2.2 million in awards from the Department of Justice, to help women who are the victims of domestic violence, sexual assault, stalking and dating violence. Governor Martin O’Malley’s office says that, in the state, there were 38 domestic violence-related homicides in calendar years 2009 and 2010 combined. In Fiscal Year 2010, there were over 18,000 temporary and over 9,000 final protective orders filed in the state. According to the National Domestic Violence Hotline, Maryland is ranked 17th in terms of call volume.
Tomblin To be Sworn in November 13th
Governor-Elect Earl Ray Tomblin will be sworn into office on November 13th. Tomblin has announced that the Legislature will be called into special session at noon on that day to certify the results of the October 4th special election. Tomblin took over as acting governor on November15th of last year, when former Governor Joe Manchin resigned to take his seat in the U.S. Senate.
Natural Gas Prices to Drop
Natural gas rates are expected to drop this winter, according to the West Virginia Public Service Commission. The lower interim rates are now in effect, allowing companies to recover the cost of purchased gas. There is one natural gas company in the Mountain State that will, in fact, increase its rates, and that is Hope Gas. Their price will rise from $4.83 to $5.60 per 1,000 cubic feet.
Bedford County Sees Improvement in Unemployment Rate
Bedford County saw the greatest improvement in the unemployment rate from August to September of this year. The rate dropped from 10.4 per cent in August to 9.5 per cent in September. Employment increased by 600 jobs over the month. The state unemployment rate during that time was 8.3 per cent, and the national rate was 9.1 percent.

Animal Shelter Receives $25,000
The Allegany County Animal Shelter Management Foundation has received a gift of $25,000 from the will of Timothy Shea, and several other animal organizations received the same amount. A member of Shea’s family had recommended that the local animal shelter be the beneficiary of the gift. The money will be used primarily for veterinarian bills; other uses will be discussed at the group’s next board meeting.
Former Teacher Accused of Relationship with Student
A former Meyersdale Area High School teacher has been charged with having a sexual relationship with a student. Joshua Steven Covert of Johnstown allegedly had the relationship with the juvenile from May 20th to September 8th of this year. The incidents allegedly took place in both Somerset and Cambria Counties. Covert has resigned his position, and has voluntarily surrendered his teaching certificate.
More Details on Robberies
There are more details on the rash of robberies, both locally, and in Mineral County, West Virginia over the last week. In the Keyser CVS robbery Saturday night, the suspects stole the painkillers Oxycodone and Fentanyl; the Sheriff’s Department, along with Keyser City Police are working to solve that theft. Meanwhile, authorities are looking for the suspects who robbed Steve’s Pharmacy in the Bel Air Plaza; The Rite Aid Store on Route 220 in Keyser; and the Food Lion robbery from Friday night. The local incidents are being investigated by the Allegany County Sheriff’s Office, the C3I unit and the Maryland STte Police.
Man Arrested for Indecent Exposure
A Baltimore man was arrested over the weekend on indecent exposure and false statement charges. Twenty-seven year old Justin Dwayne Brown was seen walking in the area of Valley Street, with no clothes on. He was taken to Police Headquarters, where he then gave officers two false names. He was later taken to District Court and held on $15,000 bond at the Allegany County Detention Center.
Man Wants Modification of Bail Conditions
Friedens resident William Stanley Nair, who is accused of texting advice to Erin Nicole Everett on how to kill a Meyersdale woman in March, has asked for a modification of his bail conditions. Specifically, Nair is requesting to have an electronic ankle bracelet removed. Nair has been free on a $100,000 unsecured, non-monetary bond since his preliminary hearing in June. Ms. Everett is accused of killing 21-year old Tory Elizabeth Minnick, and Nair allegedly sent her text messages on how to load a gun, and what ammunition to purchase.
Woman, Child Escape Salisbury Fire
Two members of the Roger Weimer family escaped injury Sunday during a fire at their Piney Run Road home. The fire is believed to have started in the exterior wall of the home, which forced a Salisbury woman and her child from the residence. The fire marshal was not called to investigate, but believes the fire was caused by either a furnace or wiring within the house. The family is staying with relatives and the Red Cross has been notified.
Crossing To Be Closed
The railroad crossing at Washington Street in Westernport will be closed on Wednesday from 7:30 a.m. to 4 p.m. for repair work.
Trial Set for Pennsylvania Man in Stabbing Death
The trial for Jeffrey Eldon Miles of State Line, Pennsylvania has been set for next April. Miles is accused of killing Hagerstown resident Kristy Dawn Hoke, who has been identified as a confidential police informant. Prosecutors will seek the death penalty in the case. Hoke’s family had reported her missing in April of last year; her remains were found in Waynesboro on April 6th.
Franchot Says Tax Hikes Would Be A Mistake
Maryland Comptroller Peter Franchot says raising either the state’s gasoline tax or “flush tax,” or both would be, in his words, “a mistake.” He says the state needs a two-year tax “break,” which would give the private sector a chance “to catch its breath.” A state advisory panel has recommended that the gas tax be raised by 15-cents a gallon over three years, as well as vehicle registration and inspection fees, in order to raise money for new highway projects. A task force is also recommending doubling or tripling the state’s “flush fee” over the next several years.
Catholic School Enrollment Continues Decline
Enrollment in Catholic Schools continues to decline, although at a slower pace than recent years. The number of students declined 4.3 per cent this year. The Archdiocese of Baltimore closed 13 schools at the end of the 2009-2010 school year; school enrollment declined by 9 per cent. About two-thirds of the students in those schools moved to another one in the Archdiocese. Catholic school leaders believe the decline is the result of a poor economy and the need for more financial aid.
