I. General Policy

WTBO/WKGO Corporation LLC. has a policy to afford equal employment opportunity to all qualified individuals without regard to race, color, religion, national origin or sex, in all personnel actions including recruitment, evaluation, selection, promotion, compensation, training, and termination.

It will also be our policy to promote the realization of equal employment opportunity through a positive, continuing program of specific practices designed to insure the full realization of equal employment opportunity without regard to race, color, religion, national origin or sex.

To make this policy effective, and to insure conformance with the Rules and Regulations
of the Federal Communication Commission, we have adopted an Equal Employment Opportunity Program which includes the following elements:

II. Responsibility for implementation

Timothy P. Martin, Assistant General Manager will be responsible for implementing WTBO/WKGO Corporation LLC's EEO program. It will also be the responsibility of all persons making employment decisions with respect to the recruitment, evaluation, selection, promotion, compensation, training, and termination of employees to ensure that our policy and program is adhered to and that no person is discriminated against in employment because of race, color, religion, national origin, or sex.

III. Policy dissemination

To ensure that all members of the staff are cognizant of our equal employment opportunity policy and their individual responsibilities in carrying out this policy, the following efforts will be made:

The station¹s employment application forms will contain a notice informing prospective employees that discrimination because of race, color, religion, national origin, or sex is prohibited and that they may notify the appropriate local, State, or Federal agency if they believe they have been the victims of discrimination.

Appropriate notices will be posted informing applicants and employees that the station is an equal opportunity employer and of their right to notify an appropriate local, State or Federal agency if they believe they have been the victims of discrimination.

In any advertising for job openings the station will include a notice informing prospective employees that discrimination because of race, color, religion, national origin or sex is prohibited, and that we are an Equal Opportunity Employer.

IV. Recruitment

To ensure that information concerning each full-time vacancy is widely disseminated we propose to use, but not be limited to, the attached list of recruitment sources consistent with the requirements of 47.C.F.R. Section 73.2080:

a.) During this period from June 2, 2006 to June 1, 2007, WTBO-WKGO Corporation
LLC (i.e. WTBO, WKGO, WFRB, WFRB-FM) had no full-time job vacancies to be filled but did train a part-time technical employee to add a part-time sales position to his responsibilities, making him a full-time employee.

b.) Because the individual who moved into a full-time position demonstrated particular interest and capability to acquire the distinct skills necessary for the additional responsibilities, it would have been pointless for WBTO-WKGO Corporation to use recruitment sources to fill the “vacancy.”

c.) Because recruitment was not appropriate in this unusual situation, no recruitment source sought or was entitled to notifications of any vacancy.

d.) Because of a.), b.), and c.) there can be no identification of any recruitment source for any referrals.

e.) Because there were no full-time vacancies between June 2, 2006 and June 1, 2007, there were therefore no interviewees for any full-time positions.

WTBO-WKGO Corporation LLC worked to achieve broad and inclusive outreach during the period from June 2, 2006 to June 1, 2007.

November 12, 2006
Three students from Frostburg State University met with Tim Martin as part of their course studies. Questions were answered about how radio works, advertising sales, and possible radio career opportunities. The meeting included a station tour and discussion on internships in radio.

Early 2007
Rich Cornwell, station general manager and sales manager, oversaw a training/mentoring program developed for an employee who had been hired to fill a part-time technology position. This employee showed an interest in and aptitude for sales work. Accordingly, the station provided a three-day video training program for the employee and Mr. Cornwell mentored the employee’s development of his sales skills. This program permitted the employee to successfully add a part-time sales element to his responsibilities.

February 10, 2007
Tim Martin met with two students from Frostburg State University. Our discussion was on the prospect of a radio career. A complete station tour was conducted, including a demonstration on radio audio production, followed by a question and answer period.

March 5, 2007
WTBO-WKGO registered to participate in the 2007 Garrett County Job Fair which was held on March 29, 2007 in the Garrett College Gymnasium, 687 Mosser Road, McHenry, MD. The company also placed an ad with company logos in the program for the event at a cost of $35.00 paid for by check #29293 dated 03/02/07. A copy of the documentation for this registration is on file in the June 2007 EEO filing at WTBO-WKGO Corp. LLC 350 Byrd Avenue, Cumberland MD. 21502.

March 7,2007
As part of an outreach to increase our contacts for potential future hires, WTBO-WKGO Corp. LLC made contact with a company called CareerBuilder.com on 03/07/07. That company specializes in listing openings for positions that open win a variety of categories including broadcasting. Their motto is: “Increasing Candidate Flow and Quality through Customized Recruiting Solutions.” Since WTBO-WKGO did not have any full-time positions to fill during the period of June 2, 2007-June 1, 2007 we have not yet utilized the benefits and services of CareerBuilder.com. However, a copy of their procedures is on file in our June 2007 EEO files at 350 Byrd Avenue, Cumberland, MD 21502 and at WFRB and WFRB-FM, 242 Finzel Road, Frostburg, MD
21532.

March 16, 2007
Tim Martin met with a student from Allegany College to discuss radio career opportunities. Many questions were discussed, including how to get started in radio, career options, and the future of over the air broadcasting.

April 2007
As part of effort to promote employment for high school students WTBO, WKGO, WFRB-AM and WFRB-FM were contacted by Union Educational Complex in Mt. Storm, WV who asked us to help promote their job fair that was held on Friday, May 4th 2007. The stations ran public service announcements for a period of ten days between April 24th to May 3rd to tell listeners to attend that job fair. Approximately 25 announcements aired on each station over the course of that period of time.

May 2007
We were contacted by the Mineral County Business Expo and Job Fair to help them promote their Job Fair which was held on Tuesday May 22nd, 2007. The event was sponsored by ATK/ABL, Mineral County, WV Chamber of Commerce, the Mineral Co. Development Authority and Work Force WV. The stations promoted the event on air between April 30th, 2007 until May 21st on our Event Calendar spots at least five times per day.
